The Douglas County Planning & Zoning Office is proposing to substantially amend its Neighborhood Stabilization Program 3 (NSP3) Action Plan. The Substantial Amendment expands the eligible uses of Douglas County NSP3 funds to include redevelopment of demolished or vacant housing properties (i.e. Eligible Use E) in the NSP3 Target Areas. Due to the change in market conditions, the availability of foreclosed homes has diminished, therefore the County’s NSP3 Action Plan needs to be expanded to allow for the redevelopment of vacant properties, as allowed under Eligible Use E. The utilization of the remaining NSP3 funds for Eligible Use E Activities will also assist the County in meeting the LH25 requirement, necessary to close out the NSP3 grant.

About the Planning and Zoning Department

The Planning and Zoning Department is involved in the safety, convenience, order, and the general welfare of the County. The Department is responsible for preparing and maintaining the County’s Comprehensive plan, which serves as a blueprint and policy guide for the growth of the community. The staff attempts to provide guidance to every citizen, resident or business on interpretation and administration of the adopted Ordinances, such as the Unified Development Code, Development Standards and Sign Ordinance.
